PROBLEM TO BE SOLVED: To provide a light-emitting device in which metal plating on a substrate is hardly discolored, and to provide an illuminating apparatus having the light-emitting device.SOLUTION: A light-emitting device 1 comprises: a metal-plated substrate 2; light-emitting elements 3 mounted on one metal-plated face 2a side of the substrate 2; a translucent resin 5 provided so as to seal the light-emitting elements 3; and a translucent protective layer 6 which is formed on the surface 5a of the translucent resin 5, has a lower gas permeability than that of the translucent resin 5, contains silicon as a main component, and has a film thickness of 10 nm or more but 500 nm or less. |
