PROBLEM TO BE SOLVED: To provide a base material for forming a conductive member which is capable of forming a low resistant conductive member by printing once, when printed, and a low resistant conductive member.SOLUTION: A base material for forming a conductive member forms the conductive member by printing a composition containing ultrafine metal particles with letterpress printing or intaglio printing, and has a receptive layer on a supporting body. The surface on the receptive side has a ten point mean surface roughness (Rz) of 3.1-13.1 μm measured at a reference length of 4.0 mm and a cut off value of 0.8 mm as provided in JIS-B-0601.
