PURPOSE: An operating system for test questions and a method thereof are provided to allow a student to be provided with personalized test questions by producing test data which comprises more than one question stored in a storage medium. CONSTITUTION: An operating system for test questions (100) includes a text file reception unit (105), a question scope identification unit (110), a data determination unit (115), a data extraction unit (120) and an object processing unit (125). The text file reception unit receives a text file which is transmitted by an item writer terminal (170). A data organization unit (130) organizes question data including text data extracted by the data extraction unit which are to be stored in a storage medium (150). A question processing unit (160) produces test data which comprises more than one question stored in the storage medium and provides the test data for a user terminal (180) which is used by a student or a teacher.
