PURPOSE: A horizontal type device for exercising an arm is provided to use a rotary resistance means without using a heavy block, thereby preventing safety accident by the falling of the block. CONSTITUTION: A horizontal type device for exercising an arm comprises: a cover (60) which includes an inner space and a horizontal guide groove in the front side and is installed in a direction of right and left; a sprocket (30) which is installed in both sides of the inner space of the cover; a chain (40) which is rolled around the sprocket; a handle (22) in which one end is fixed to one part of the chain and the other end penetrates through the guide groove of the cover so that the handle is exposed to the outside; and a rotary resistance means (50) connected to the sprocket. The rotary resistance means is a reducer or a hydraulic oil pump.
