PROBLEM TO BE SOLVED: To provide a light emitting device which inhibits color variations between multiple light emitting devices in a structure where a translucent resin fills the inner side of a frame part, and to provide a lighting device including the light emitting device.SOLUTION: A light emitting device 1 includes: multiple light emitting elements 3 mounted on a substrate 2; and a protruding frame part 4 that is provided on the substrate 2 so as to enclose the multiple light emitting elements 3, has multiple protruding parts 4a having substantially mountain shapes, and is formed by connecting skirt parts of the adjacent protruding parts 4a.
