PURPOSE: A seat cover operation type flush device of a toilet is provided to hygienically remove urine without a splash of water to the outside by opening a flush valve and supplying the water when a user closes a seat cover. CONSTITUTION: A seat cover operation type flush device of a toilet includes a flush valve (10), a clutch member (20), and an operation bar (30). The flush valve comprises a valve unit and an operation unit. The clutch member is installed in a water tank to be rotated around a horizontal clutch hinge and rotates the flush valve. One end of the operation bar is connected to a toilet seat cover, and the other end is connected to the clutch member so that the operation bar rotates the clutch member by being vertically moved due to the movements to open or close the seat cover.
