PROBLEM TO BE SOLVED: To provide a developing device capable of stably preventing scumming due to poorly charged toner even in the lapse of time in a developing device equipped with a flare developing system, an image forming apparatus and a process cartridge equipped with the developing device.SOLUTION: There is provided a developing device 6 equipped with a flare developing system, which comprises: a toner collecting roller 31 of which surface moves endlessly in a moving direction of a toner bearing roller 7 as a toner collecting member in which a supply roller 62 faces the outer peripheral surface of the toner bearing roller 7 at a position of the downstream side from the supply position for supplying toner to the toner bearing roller 7 and the upstream side from the developing area and which collects the reversely charged toner contained in toner in a hopping state; and a collecting roller cleaning blade 32 for mechanically removing the poorly charged toner containing the reversely charged toner conveyed by the endless movement of the toner collecting roller 31 from the surface of the toner collecting roller 31. |
