PROBLEM TO BE SOLVED: To properly grasp the intention of the speech of a user and to perform appropriate response.SOLUTION: A response generation server 10 obtains speech information to be information of the speech of a user and history information on past speech information from a user terminal 20; generates a search condition requiring information for generating response to speech with respect to an API server 40, using the accepted speech information and history information; transmits the search condition to the API server 40; when receiving information to the search condition from the API server 40, generates response information to the speech information, using the information; and transmits the response information to the user terminal 20.
