PROBLEM TO BE SOLVED: To generate a composite file whose access control is possible for each constituting file without releasing the protection of each constituting file.SOLUTION: A composite file generation device stores files including at least a plurality of content files and a plurality of policy files showing an access control rule of each content file among respective constituting files. The composite file generation device generates a policy manifest file including policy specification information for specifying each policy file with respect to each content file and processing procedure information showing the processing procedure of each policy file. The composite file generation device compounds the generated policy manifest file and each stored file, and generates a composite file including the policy manifest file and each file as respective constituting files.
