PROBLEM TO BE SOLVED: To diagnose whether or not a relay is welded without using a voltage detection circuit.SOLUTION: A threshold determination section 104 determines a threshold on the basis of resistance values set respectively to a P-pole side resistance 24 and an N-pole side resistance 23 included in charging facilities. A crest value measurement section 110 measures a crest value of a voltage supplied to a voltage line by an AC signal output circuit 112. A comparison diagnostic section 111 compares the crest value with the threshold with each other to determine states of a P pole-side relay 14 and an N pole-side relay 15, and diagnoses whether or not the relays 14, 15 are welded on the basis of the determined states of the relays 14, 15 and controlled states of the relays 14, 15. |
