PROBLEM TO BE SOLVED: To provide a monitoring system and a monitoring method for easily grasping the condition of a monitoring candidate (watched person).SOLUTION: A monitoring system includes: a first terminal device positioned in the living space of a monitoring candidate; and a second terminal device to be visually observed by a monitor. The first terminal device includes: an imaging part for imaging the living space; and a configuration determination part for determining the configuration of the monitoring candidate on the basis of an image picked up by the imaging part. The second terminal device includes: an image generation part for generating an image corresponding to the determination result of the configuration determination part; and a display part for displaying the image generated by the image generation part.
