PROBLEM TO BE SOLVED: To provide a water penetrability-imparting agent having excellent endurance for a nonwoven fabric that includes a hydrophobic fiber and is used for a surface material for water-absorbing articles such as a disposable diaper and a hygienic napkin.SOLUTION: The water penetrability-imparting agent includes: a polymer (A) of starch and/or a cellulose derivative and a water-soluble ethylenic unsaturated monomer; an organic phosphate ester salt (B) having a 6-24C alkyl group and represented by general formula (I); a partial ester (C) of a polyalcohol (c1) and a 12-30C aliphatic acid (c2); and a polyoxyalkylene-modified silicone (D), and contains 10-60 wt.% of the component (A), 10-60 wt.% of the component (B), 1-30 wt.% of the component (C), and 1-30 wt.% of the component (D). |
