PROBLEM TO BE SOLVED: To provide a novel fuel cell separator and a fuel cell.SOLUTION: A fuel cell separator 1 comprises: a base material 15 having an uneven surface 3; and a conductive carbon coating 17 continuously formed on the uneven surface 3. The carbon coating 17 formed on a projecting part 7 of the uneven surface 3 has a granular structure, and the carbon coating 17 formed on a recessed part 5 of the uneven surface 3 has a vertically stood sheet-like structure. The carbon coating 17 can be formed by a plasma vapor phase method. The uneven surface 3 may be a face including a plurality of grooves 5 provided at a predetermined interval.
