PROBLEM TO BE SOLVED: To provide a developing device capable of efficiently stirring and charging developer carried by a developer carrier, and accurately maintaining a gap between an image carrier and carrier recovery means; an image forming apparatus and a process cartridge which include the developing device.SOLUTION: A carrier recovery roller 13 is movably provided between a position close to a photoreceptor 1 and a position separated from the photoreceptor 1. The carrier recovery roller 13 includes a lever 153 and a spring 154 that urge the carrier recovery roller 13 against the photoreceptor 1 without using magnetic force, and an abutting part 153d that regulates the movement of the carrier recovery roller 13 toward the photoreceptor 1 so that a predetermined gap is maintained between the carrier recovery roller 13 and the photoreceptor 1.
