PROBLEM TO BE SOLVED: To provide a solar cell surface protective sheet including a fluororesin layer with blocking resistance and having weather resistance and durability; and a solar cell module using the same.SOLUTION: A solar cell surface protective sheet has a fluororesin layer formed on a surface of a transparent base material. The fluororesin layer is formed by using a coating fluid containing a fluororesin having hydroxy, polyisocyanate and a fluororesin filler. The fluororesin filler has an average particle size in the range of 0.5-20 μm. A solar cell module uses the solar cell surface protective sheet.
