PROBLEM TO BE SOLVED: To sufficiently suppress the loss of the driving of a hydraulic pump.SOLUTION: The control device includes a control part 14 for controlling the operation of a regenerative valve 22 so as to be switched to a regenerative state in the compound motion of boom lowering and arm pushing, and for controlling the flow rate of a second hydraulic pump 16 so that the discharge flow rate of the second hydraulic pump 16 can be decreased in accordance with the regeneration of hydraulic fluid via the regenerative valve 22. When the discharge flow rate of the second hydraulic pump 16 is not more than a specified flow rate in the compound motion, the control part 14 outputs a command for decreasing the rotational frequency of an engine 5 to less than rotational frequency instructed by a rotational frequency instruction part 29.
