PROBLEM TO BE SOLVED: To provide electrostatic latent image developing developer configured to prevent toner destruction.SOLUTION: Electrostatic latent image developing toner includes toner particles which are obtained by aggregating/blending polyester resin particles, styrene resin particles and colorant particles in raw material dispersion liquid dispersed in an aqueous medium, or resin particles containing polyester resin and styrene resin and colorant particles in the raw material dispersion liquid dispersed in the aqueous medium. An electrostatic latent image developing developer contains the electrostatic latent image developing toner; and carrier including core material particles and a resin coating layer covering the surface of the core material particles, where an exposed part of the core material particle with respect to the surface of the carrier is 7% or less.
