PURPOSE: A rail potential rise limit system on a DC electric railway and a method thereof instantaneously suppress a rail potential rise in the event of a dangerous voltage and avoid the risk of a human body. CONSTITUTION: A rail potential rise limit system includes a voltage measurement unit (100), a switch unit (200), a current measurement unit (300), and a control device (400). The voltage measurement unit measures a voltage between a rail and the ground. The switch unit operates when a dangerous voltage is generated through the voltage measurement unit. The dangerous voltage is measured while a voltage over an allowable value exceeds a predetermined time. The current measurement unit measures a current flowing from the rail to the ground when the rail and the ground are connected through the switch unit. The control device sets or controls a voltage value in which the switch unit operates and a current value in which the switch unit stops.
