The present invention provides a method for manufacturing a phase-shift plate that has an orientation pattern in which a plurality of regions is formed to have optical axes oriented in mutually different directions. The method comprises a step of providing an unoriented optical orientation layer on one side of a base material to be oriented by light; a step of preparing a phase-shift mask having an orientation pattern in which is formed a plurality of regions having a quarter-wave plate phase-shift function which correspond with said plurality of regions in said orientation pattern of said phase-shift plate; and a step of orientating said optical orientation layer by irradiating said phase-shift mask with elliptically polarized light and irradiating said optical orientation layer with the polarized light emitted from said phase-shift mask.
