PROBLEM TO BE SOLVED: To provide an image evaluating device capable of accurately evaluating, for an image owned by a user, a degree of importance of the image for the user.SOLUTION: An image evaluating device comprises: an information acquiring unit that acquires history information of a user communication terminal having a camera function; an image storage unit that stores at least an image captured by the camera function of the user communication terminal; and an image evaluating unit that calculates an evaluation value for each image stored in the image storage unit on the basis of the history information acquired by the information acquiring unit.
