PROBLEM TO BE SOLVED: To provide a system for determining a radiation beam angle that is usable for a treatment plan device capable of training a treatment planner having a little experience of the treatment plan.SOLUTION: A treatment case database 2 stores treatment object image data of treatment cases and treatment plan information relating to a plurality of past treatment cases. A similar case retrieval part 3 retrieves one or more similar cases similar to the object case, the treatment plan information of which is created, from the plurality of treatment cases using the treatment case database 2. A beam angle determination part 4 deforms a beam angle adopted in one or more similar cases in accordance with each object case and determines it as a beam angle for the object case.
