Provided is a packaging sheet which is suitable for packaging an article and which exhibits Japanese taste. This packaging sheet comprises: a one-sided coated paper (10) as the paper base; and a covering material (18) which is applied onto a coat layer (14) of the one-sided coated paper (10) with an adhesive layer (16) therebetween and which has a density lower than that of the one-sided coated paper (10). The packaging sheet is suitable as an outer blank for forming an outer case for a cigarette package.
