Provided are a purification device and the like that has superior contact efficiency between a photocatalyst and water to be treated and improves irradiation efficiency for ultraviolet rays on the photocatalyst. A purification device (1) is provided with a float tank (14), an ultraviolet irradiation unit (16), a photocatalytic filter unit (18), a first guide plate (20), and a second guide plate (22). The photocatalytic filter unit (18) includes a nonwoven fabric formed from fibers having a photocatalytic function and is disposed such that either or both of water to be treated that is guided between the photocatalytic filter unit (18) and ultraviolet irradiation unit (16) by the first guide plate (20) and the water to be treated guided between the inside surface of the flow tank (14) and the photocatalytic filter unit (18) by the second guide plate (22) pass through.
