Provided are: a conducting film that has high conductivity, and is not prone to increases in electrical resistance when stretched; and a conductive composition for forming the conducting film. The conductive composition comprises: an elastomer component; a fibrous carbon material having fiber diameters of less than 30 nm; and a flaky carbon material that has a graphite structure, an intensity ratio (G/D) between a peak that appears near 1580 cm-1 (G band) on a Raman spectrum and a peak that appears near 1330 cm-1 (D band) on the Raman spectrum of at least 1.8, a maximum wavelength of at least 150 nm, and a thickness of not more than 100 nm. The conducting film is formed for the conductive composition. |
