PROBLEM TO BE SOLVED: To communicate via a network in a more effective and efficient manner by changing a constitution scale according to communication loads.SOLUTION: An information processing apparatus includes: communication means for performing data communication with a portable terminal; determination means for determining whether or not communication loads with the portable terminal exceeds a predetermined value; proposing means for, when the communication loads exceeds the predetermined value, proposing distributed communication to another portable terminal to a user of the portable terminal; and control means for, when communication between the other portable terminal and the communication means is established, controlling the communication means to perform distributed communication by using the portable terminal and the other portable terminal.
