PROBLEM TO BE SOLVED: To provide an image forming apparatus and a program capable of suppressing scattering of toner that is formed linearly.SOLUTION: An image forming apparatus of the present invention transfers a toner image formed on the surface of an intermediate transfer belt to the surface of a sheet, and includes: a holding unit 92 that holds position information of a line drawing area where colored lines are drawn in a background of a sheet in an image represented by image data; and a reduction unit 95 that reduces at least one of density and a surface rate of toner of a portion in a toner image corresponding to the position information in the line drawing area held by the holding unit 92 lower than a predetermined value corresponding to the colored lines.
