A discharge-site-determining unit (20) includes discharge-detecting circuits (10a, 10b) and a calculation circuit (11). Each of the discharge-detecting circuits (10a, 10b) is connected to a metal electrode (5a, 5b), and receives signals associated with a discharge; and signals outputted by the discharge-detecting circuits are received by the calculation circuit. The calculation circuit (11) is configured so as to determine that a discharge site is located inside a tank (1) when the difference or ratio in intensity between two output signals is within a predetermined value, and to determine that the discharge site is outside the tank (1) in other instances.
