PROBLEM TO BE SOLVED: To provide a game control device with which a user can enjoy benefits of the presence of company more vividly, and to provide a game control method, a program, and a game system.SOLUTION: A game control device includes: an execution means for executing a game for each user; a determination means for determining whether progress levels of users other than a first user satisfy a predetermined condition; and an effect exerting means for accelerating a game progress of the first user when the determination means determines that the predetermined condition is satisfied.
