PROBLEM TO BE SOLVED: To provide a radio communication system and a radio communication method which can support reduction of congestion in a network.SOLUTION: A radio communication system comprises: base stations 9 installed in respective areas; radio terminals 8 communicating with the corresponding base station 9 in the area; and a server 10 for notifying the radio terminal 8 of out-of-service information indicating that it is impossible to perform communication in the area. Correspondence information of the radio terminals 8 and the areas are set in the server 10. The server 10 is configured to refer to the correspondence information to notify the radio terminal 8 corresponding to the area in which it is impossible to perform communication, of the out-of-service information. |
