In the present invention, it is possible to raise awareness of energy management among consumers, and to cause a reduction target to be reached so that large overages and shortages do not occur. A controller acquires measurement values, from a measurement device via a communication interface unit, of the power amounts of branch circuits and the power amount of a main circuit at a consumer location. A calculation unit is provided with the following: an overall setting unit for determining an overall reference value on the basis of the history of the measurement values of the power amount of the main circuit, and for setting, as the overall target value, a reduction target relating to the overall reference value; and an individual setting unit for setting individual target values by distributing overall target values to the passing power of branching circuits which are the objects of allocation. A display instructing unit causes an individual target value and a measurement value acquired from the measurement device via the communication interface unit to be displayed on a screen of an operation display device via the communication interface unit. |
