PROBLEM TO BE SOLVED: To evaluate productivity of each operator more accurately and in more detail without increasing a load of preliminary work.SOLUTION: A video coding system includes: a mail image storage distribution device 13 for delivering a predetermined quality inspection image to a video coding input terminal 12; an input information storage device 14 for storing input information on the predetermined quality inspection image which is input by an operator OP from the video coding input terminal 12; and a quality management terminal 15 for determining validity/invalidity to the input information by the operator stored in the input information storage device 14 based on a predetermined criterion, and presenting the determination result to the each operator OP.
