PROBLEM TO BE SOLVED: To provide an electrostatic charge image developer that suppresses a variation in image density that occurs at successive formation of images having high image density after successive formation of images having low image density.SOLUTION: An electrostatic charge image developer includes toner, a carrier, and inorganic particles having the volume average particle diameter of 70 nm or more and 400 nm or less, and satisfies the formula (1): Cov-Cov≤5%, and the formula (2): Cov≥15%. In the formulas (1) and (2), Covrepresents coverage of inorganic particles to the carrier when images are formed in image density of 40%; and Covrepresents coverage of the inorganic particles to the carrier when images are formed in image density of 1%.
