PROBLEM TO BE SOLVED: To provide a ceramic heater having a low TCR and sheet resistance, and a fixing device.SOLUTION: The ceramic heater comprises: a substrate 1 composed of a ceramic; conductive patterns (patterns 21-26) formed on the substrate 1; resistance heating elements (heating elements 41-45) formed on the substrate 1 so as to be electrically connected with the patterns 21-26; and an overcoat layer 5 which is formed so as to cover at least the heating elements 41-45. The heating elements 41-45 contain an alloy composed of silver and palladium, and graphite, and have a content of graphite to the total of the alloy and graphite of 16-47%.
