PROBLEM TO BE SOLVED: To provide a communication control apparatus, communication control method, and communication control program capable of proper OLLA operation according to interference conditions in a network like a HetNet.SOLUTION: A communication control apparatus (e.g., functionality of a base station 1) comprises: an interference measurement section 15 that measures a distribution or standard deviation of interference power on the basis of a signal from a mobile station; a demodulation section 16 that demodulates a signal from the mobile station, and outputs an ACK if no error is detected or outputs a NACK if any error is detected; an SINR offset calculation section 17 that calculates an SINR offset value on the basis of the distribution or standard deviation of interference power measured by the interference measurement section 15 and the ACK or NACK output from the demodulation section 16; and an MCS determination section 18 that determines an MCS on the basis of at least the SINR offset value calculated by the SINR offset calculation section 17.
