Disclosed are a drive test minimization method and device for obtaining a time delay. The device comprises a receiving module and a counting module, wherein the receiving module receives an MDT measurement and configuration parameter, the MDT measurement and configuration parameter carrying a measurement request for obtaining a time delay; and the counting module counts data information which is related to the total number of messages and the number of messages of which the transmission time goes beyond the maximum time-delay requirement of an air interface within a measurement time.
