PROBLEM TO BE SOLVED: To provide a process for making particles comprising a hydrophobic dopant for subsequent release therefrom.SOLUTION: A process for making particles contains steps of providing an emulsion comprising a hydrophilic phase and a hydrophobic phase dispersed in the hydrophilic phase, and reacting the precursor material in the presence of a catalyst to form the particles comprising the dopant therein the dopant. The hydrophobic phase comprises a precursor material and the dopant.
