PROBLEM TO BE SOLVED: To establish a better communication system through proper configuration of a random access signal that is transmitted and received for adjusting the timing of transmission from a radio base station device to a radio terminal device before the communication connection is established between the radio terminal device and the radio base station device.SOLUTION: A random access control device 101 comprises: a random access signal selection section 12 for selecting one or more types of random access signals available for a radio terminal device 202 from multiple types of random access signals; a terminal mobile speed acquisition section 14 for acquiring mobile speed data of one or more radio terminal devices 202; and a selected range limit section 11 for limiting, on the basis of the mobility speed data, the range of random access signals that can be selected by the random access signal selection section 12.
