The encoder is provided with: a first rotating section, which is fixed to a rotating shaft that rotates around a specified axial line and has a first pattern; a first detection section, which is disposed on a non-rotating section and detects the first pattern; a second rotating section, which is fixed to an output shaft that rotates around a specified axial line and outputs at least a portion of the rotation of the rotation shaft and which has a second pattern; a second detection section, which is disposed on a non-rotating section and detects the second pattern; and a reference section, which positions the first detection section and the second detection section using a common positioning reference.
