Disclosed are a policy session establishment method and system. The method comprises: after a BNG receives a message of successful access authentication of user equipment, triggering the BNG to establish a policy session with a PCRF, and sending fixed-network line subscription quality of service (QoS) information and fixed-network line information to the PCRF. According to the technical solution provided in the present invention, even if an RG does not execute access authentication, the effect of managing and controlling QoS resources of a fixed-network line where the RG is located can be achieved.
