PROBLEM TO BE SOLVED: To support design of a branch layout in consideration of the effect of a clamp of a wire harness. SOLUTION: A route information acquisition means M1 acquires route information, a component information acquisition means M2 acquires component information, and a clamp information acquisition means M3 acquires clamp information. A calculation means M4 calculates, with respect to each of a plurality of different shift positions shifted from a fixing position of the clamp, a holding force of the clamp and an operating force of a branch line based on a route of the branch line shown by the route information, physical properties of the branch line shown by the component information, and performances of the clamp shown by the clamp information. A shift position identification means M5 compares the calculated holding force and operating force with a determination condition to identify a shift position satisfying the determination condition. An allowable tolerance range calculation means M6 calculates a vending angle allowable tolerance range of the branch line corresponding to the identified shift position, and an output means M7 outputs the bending angle allowable tolerance range to support design of the branch layout.
