PURPOSE: An image encoding method is provided to reduce complexity by determining a final encoding mode of an input block based on a rate-distortion based encoding cost. CONSTITUTION: An image encoder acquires each prediction block of multiple candidate encoding modes (S310). The image encoder generates a difference block based on a difference between the prediction block and the input block (S320). The image encoder determines whether the difference block is divided and converted or not. The image encoder determines the division conversion size of the difference block (S340). The image encoder generates a division conversion block by dividing and converting the difference block into a division conversion size (S350).
