PURPOSE: An apparatus capable of managing a network zone which has multiple wireless access points (AP), a mobile terminal accessing method by the apparatus, and a mobile terminal which is connected by the method are provided to reduce an operation of an unnecessary and frequent handover of a mobile terminal in a network zone in which multiple APs are installed to be overlapped. CONSTITUTION: A group managing unit (110) classifies multiple APs into multiple AP groups based on AP device information of the APs which belong to a network zone. Each of the multiple AP groups covers the whole network zone as a service area. The AP device information includes at least one or more data among a position of AP, an authentication method, a use wireless channel, a bandwidth, a serviceable access method, the number of serviceable maximum users, and the size of a serviceable maximum service area. A group allocating unit (120) allocates a mobile terminal which enters the network zone to one of the multiple AP groups.
