<P>PROBLEM TO BE SOLVED: To provide modified ash obtained by modifying coal ash produced by burning coal, a method of manufacturing the same and a cement composition effectively using the coal ash. <P>SOLUTION: The coal is pulverized by a pulverizer 101 in a thermal power system 100 to obtain pulverized coal, the pulverized coal is then mixed with a modifier obtained in a cement production system 200, having an average particle diameter of ≤10 μm, preferably 1-5 μm and containing calcium. The mixture is burnt at 1,400-1,500°C in a pulverized coal boiler 102.
