PROBLEM TO BE SOLVED: To provide an inexpensive electromagnetic wave absorber having a high electromagnetic wave absorption ability. SOLUTION: The transparent electromagnetic wave absorber comprises a plurality of transparent electromagnetic wave absorption films 1a, 1b, 1c laminated with a transparent dielectric 30 interposed therebetween. Each of the transparent electromagnetic wave absorption film 1a, 1b, 1c has a transparent conductor layer 11 formed on one surface of a plastic film 10, and a large number of intermittent linear scar groups 12 formed substantially in parallel in multiple directions on the other surface with irregular widths and intervals.
