PURPOSE: A non-smoking area monitoring system and a method thereof prevent conflict due to the exposure of a reporter and perform a rapid report or a warning. CONSTITUTION: A non-smoking area monitoring system includes a warning broadcast server (100) and a warning broadcast terminal (200). The warning broadcast server includes a report information receiver, a non-smoking area determination part, and a warning broadcast instruction part. The report information receiver receives report information from a terminal of a reporter. The non-smoking area determination part determines a reported non-smoking area based on the received report information. The warning broadcast instruction part instructs the warning broadcast terminal in the non-smoking area to conduct a warning broadcast operation. The warning broadcast terminal is installed at each non-smoking area and performs a warning when the warning broadcast operation is instructed from the warning broadcast instruction part.
