PURPOSE: A method for manufacturing a substrate for an organic electronic device is provided to efficiently scatter light by forming a concave-convex structure. CONSTITUTION: Nanowires (401) are arranged on a high refractive layer or a low refractive layer (102). The average diameter of the nanowires is 20 to 200 nm. The high refractive layer or the low refractive layer is formed on a base material layer (101). Heat is applied to the nanowires. The high refractive layer or the low refractive layer is etched.
