On the basis of the acquired current position, when the vehicle 10 stops at a place other than home, the terminal 40 acquires an electricity rate plan set by an electric power supplier managing the current position of the vehicle 10. The terminal 40 also determines whether a photovoltaic power generation facility 22 is installed or not by performing image recognition of an image data obtained by photographing an external appearance from the south side of a residence as a charging facility. When the facility 22 is not installed, the terminal 40 sets a charging start time in a time period in which inexpensive power is supplied and which is high in priority level, according to the electricity rate plan, and supplies the power to a charge control device 30. When the facility 22 is installed, the terminal 40 sets the priority level of the time period including a power generation time period to the lowest level.
