PROBLEM TO BE SOLVED: To provide an evaluation device, an evaluation program and an evaluation method which are capable of evaluating factors to be improved.SOLUTION: A storage section 21 stores a first number of pieces of products handled in lots each of which includes a predetermined number of the products and a second number of pieces of the products handled in a unit of one in physical distribution. A calculation section 41 calculates a value by dividing the second number of pieces by a value obtained by adding a number obtained by converting the first number of pieces stored in the storage section 21 into a number of pieces when handled in a unit of one and the second number of pieces. An output section 43 outputs the calculated value as an index of evaluation.
