PROBLEM TO BE SOLVED: To provide a scenario data generation device, program and method capable of more accurately implementing a verification state similar to a state where a failure has actually occurred.SOLUTION: A scenario data generation device comprises a storage unit for storing communication data information acquired in a first partial network and a second partial network included in a verification target network. The scenario data generation device reads out the communication data information, and calculates an offset value on the basis of transmission time of a predetermined first synchronization message included in first communication data which is communication data acquired in the first partial network and transmission time of a predetermined second synchronization message included in second communication data which is communication data acquired in the second partial network; and generates scenario data for implementing operation of a first communication device installed in the first partial network and operation of a second communication device installed in the second partial network, in another communication device, on the basis of the communication data information and the offset value.
