PROBLEM TO BE SOLVED: To ensure that when an emergency call and a general call contend in a VoLTE service, the general call is restricted by control on the network side, allowing the emergency call to be surely supplied.SOLUTION: In a communication restriction system, a plurality of CSCFs incorporating call control and session control functions control telephone calls of terminals UE in cooperation. The communication restriction system comprises: a general call control node (P-CSCF or S-CSCF) which controls a general call of a terminal; an emergency call control node (P-CSCF or E-CSCF) which controls an emergency call of a terminal; a bearer tying management unit 1 which acquires call control information from each control node and manages it by tying the identification information of each terminal to bearers established regarding the terminals; and a PCRF which requests general call restriction by the general call control node for terminals whose emergency call bearers have been established on the basis of the tied information and requests holding restriction for the emergency call by the emergency call control node. |
